Fairfield Hills Authority - 7/5/06
The Fairfield Hills Authority held a special meeting on Wednesday, July 5, 2006 in the meeting room at Town Hall South, Main Street, Newtown, CT.  Chairman Robert Geckle called the meeting to order at 7:45 p.m.

PRESENT:  Robert Geckle, Andrew Willie, William Lavery, John Reed, Amy Dent, Moira Rodgers, Donald Studley

ALSO PRESENT:  one member of public, one member of press

PUBLIC PARTICIPATION:  None

Development Parcel Locations/Land Banking
Ms. Dent advised that Mr. Barclay has suggested marking the property into specific “parcels” to make it easier for potential tenants.  There was a lengthy discussion of the Master Plan which outlines development of the “inner core” of the campus.  Mr. Reed is concerned about any zoning regulations adopted after the Master Plan that could have an impact on any of the areas mentioned in the Plan as being for land banking, i.e. the high meadow area.  He stated that this would have an impact on any decision he would make as to uses of the rest of the campus since he would want to make sure that 70 acres could be used if necessary at some point in the future.  Chairman Geckle will find out and report back to the Authority.
Mr. Lavery moved that Figure 6 of the Master Plan, areas including Woodbury, Newtown, Canaan, Stratford, Plymouth, Stamford, Norwalk and the duplexes be presented to Robert Barclay as the boundaries of areas for economic development.  Motion seconded and unanimously carried.


Barclay Report
Mr. Lavery moved to recommend the “high” figures in the Barclay Report.  Motion seconded and unanimously carried.

Phase II of North American Realty Contract
Mr. Lavery moved to agree with the proposed contract subject to review and approval of the Town Attorney and to authorize Robert Geckle and Amy Dent to work with Town Attorney and Selectmen for final execution of contract.  Motion seconded and unanimously carried.

Having no further business, the meeting was adjourned at 9:00 p.m.
